Abstract

The growing number of tourists has highlighted the tourist activity as one of the areas of greatest growth in recent times. The search for experiences, attractions, and new elements in destinations has led the actors involved to discuss how to produce new offers and ensure local development. It is in this context that creative tourism emergesas an element for the development of new forms of production and consumption. The spread of creative tourism led the city of Recife (Pernambuco-Brasil) to the construction of the Creative Tourism Plan, being the third city in the country to work in the segment. Thus, this paper was constructed to define the practices used to develop the plan. The methodology adopted was a qualitative approach, with descriptive nature, using in its operation bibliographical, documental, descriptive research, and with field participation, which included monitoring of all stages of the plan preparation. As a result, it is possible to highlight the efforts of public managers and the working group to make the process horizontal, with the participation of various sectors, the creative products used, the use of creativity and co-creation as key elements, and the creation of a body responsible for monitoring and reviewing the plan's actions.
